Clermont County Man indicted for Possession of Child Sexual Abuse Material

Timothy C. Waybright, age 24, of Ohio Township, was indicted on July 16th, 2026, by the Clermont County Grand Jury on:

8 counts of Illegal Use of a minor in nudity-oriented material or performance, all felonies of the 2nd degree

1 count of Disseminating matter harmful to juveniles, a felony of the 5th degree


On July 7th, 2026, detectives with the Clermont County Sheriff's Office Criminal Investigations Division received a tip alleging that Waybright was in possession of child sexual abuse material (CSAM) on his electronic devices and was communicating with underage females through the application Snapchat.


Detectives immediately initiated an investigation. During the investigation, detectives identified Waybright on the application Snapchat and began communicating with him while posing as a 14-year-old female. During the conversation, Waybright sent sexually explicit photographs of himself to what he believed was a 14-year-old girl.


Based on the evidence obtained during the investigation, detectives secured an arrest warrant charging Waybright with Disseminating Matter Harmful to Juveniles, a fifth-degree felony. On July 8, 2026, deputies with the Sheriff's Office located Waybright in the 1000 block of Old U.S. 52 and took him into custody without incident.


Following his arrest, Waybright provided a statement to detectives admitting to possessing child sexual abuse material on his cell phones, stating he obtained the material by "adding random people on Snapchat" and having them send him sexually explicit photographs and videos.


As part of the investigation, detectives seized two cellular phones and a laptop. Search warrants were obtained for the electronic devices, and a forensic examination conducted by the Clermont County Sheriff's Office Surveillance Analysis and Forensic Evidence (S.A.F.E.) Unit identified numerous files believed to contain child sexual abuse material.


At this time, detectives have confirmed that none of the children depicted are believed to be from Clermont County or were associated with the residence involved in the investigation. The Clermont County Sheriff's Office continues to work with the National Center for Missing & Exploited Children (NCMEC) and the Internet Crimes Against Children (ICAC) Task Force to identify the victims.


Waybright is scheduled to appear on Friday July 17th, 2026, at 10:00 am in the Clermont County Common Pleas Court in front of Judge Victor Haddad on the aforementioned charges. Waybright remains incarcerated in the Clermont County Jail with no bond.
