On March 17th, 2026, Samuel Ramirez, age 45, of Batavia Township, was indicted by the Clermont County Grand Jury on the following charges:
Ramirez will appear before Clermont County Common Pleas Judge Kevin Miles on March 18th, 2026, at 8:30 am for his arraignment on the charges outlined in the above indictment.
On March 7th, 2026, at approximately 2:00 a.m., staff at Clermont Mercy Hospital notified Clermont County Child Protective Services and the Clermont County Sheriff’s Office after a patient reported being the victim of a prior sexual assault. The juvenile disclosed the information to hospital staff while receiving treatment for unrelated injuries.
Detectives from the Clermont County Sheriff’s Office Investigative Unit responded to the hospital and spoke to the victim. The juvenile reported that she and two siblings had recently learned that each of them were victimized by the same person, Samuel Ramirez. Each victim alleged that Ramirez sexually assaulted them between the approximate ages of nine (9) and fourteen (14).
Detectives contacted the two additional victims who provided statements consistent with the initial report. Later that same morning, following the victims’ disclosures, detectives interviewed Ramirez. He provided a statement regarding the allegations and denied any wrongdoing. Based on the totality of the information obtained during the investigation, Ramirez was taken into custody by the Clermont County Sheriff’s Office and charged with two (2) counts of Rape, both felonies of the first degree and transported to the Clermont County Jail.
Ramirez advised detectives that he is currently in the United States illegally and is a citizen of Guatemala. Detectives contacted the U.S. Department of Homeland Security (DHS) regarding Ramirez’s status and were advised that they have no prior records or documented interactions associated with Ramirez. DHS has since placed an immigration detainer on Ramirez pending further proceedings. He will remain incarcerated at the Clermont County Jail on his local charges, along with an I.C.E. detainer.
On March 9th, 2026, Ramirez appeared before Magistrate Matthew Graber in Clermont County Municipal Court and received a $500,000 Cash/Surety bond. Ramirez has remained incarcerated at the Clermont County Jail since that date.
