Clermont County Nurse charged with Theft of Medications

Angela Holton, age 41, of Clermont County was indicted on June 10th, 2025, for her alleged actions at a Batavia Township Nursing Home. A Clermont County Grand Jury returned a Summons on Indictment for Holton on the following charges:

(4) counts of Theft, all felonies of the 4th degree

(1) count of Tampering with Records, a misdemeanor of the 1st degree

(1) count of Tampering with Records, a felony of 3rd degree


On March 27th, 2025, Clermont County Sheriff’s Deputies were dispatched to Sunrise Manor Nursing and Rehabilitation in the 3400 block State Route 132 of Batavia Township for a theft report. Deputies collected statements from patients and staff regarding a possible theft of medication, specifically Oxycodone. The Sheriff’s Office Investigative Unit immediately initiated an investigation into the allegations. Detectives obtained documentation confirming that Angela Holton was the nurse responsible for the specific sector of the facility when the thefts occurred and determined that she was the sole individual with access to the locked medication cart. A detailed review of her drug administration records revealed multiple inconsistencies, including illegible and improper ledger logs of medication distribution. 


Additionally, Holton’s documentation reflected improper disposal practices, which were reportedly not in compliance with Ohio Board of Nursing standards. The investigation identified four patients who were directly affected by the incident. On April 29th, 2025, Holton responded to the Sheriff’s Office and provided a statement to detectives, during which she denied the allegations.


Detectives also learned Holton was previously investigated in 2024 by the Ohio Board of Nursing regarding a similar accusation at a different facility, not reported to the Clermont County Sheriff’s Office. Holton was summonsed to appear on June 18th, 2025, at 10 am in front of Judge Victor Haddad of Clermont County Common Pleas Court.
