On May 13th, 2025, at 6:58 a.m. deputies from the Clermont County Sheriff’s Office responded to the 200 block of Market Street in the Village of Chilo of Franklin Township, Clermont County for a non-breather. Franklin Township EMS responded and immediately attempted life saving measures for the male 25-year-old victim. Despite efforts the victim was pronounced deceased at the scene.
Detectives from the Clermont County Sheriff’s Office were called to the scene and began investigating further. Detectives were able to collect the victim’s phone as well as other evidence relating to the investigation which was suspected to be an overdose. Detectives immediately reviewed cellphone messages and identified Randall Cornwell as a person of interest due to the content of those messages.
On May 15th, 2025, at approximately 3:34 p.m., Detectives contacted Cornwell who admitted he knew the deceased and sold him narcotics but denied being involved in the sale of narcotics resulting in his death.
On June 12th, 2025, Detectives located Cornwell and seized his cellphone pursuant to a search warrant. A review of the device and his social media accounts revealed deleted but recoverable messages showing Cornwell had been communicating with the deceased for several weeks to arrange narcotics transactions, including the night before the victim’s death.
A subsequent toxicology report from the Hamilton County Coroner's Office confirmed that Cornwell’s cause of death was "acute intoxication by the combined effects of Acetyl Fentanyl, Fentanyl, and Methamphetamine.”
