On November 26th, 2025, around 4 am, Ethan Kim turned himself in to the Clermont County Sheriff’s Office on his outstanding warrant. Kim attended his arraignment at 10 am in front of Judge Katherine Terpstra of the Clermont County Municipal Court and received a $2,000 cash or surety bond.

On November 24, 2025, Deputies from the Clermont County Sheriff’s Office charged multiple individuals with felony aggravated trespass at the William H. Zimmer Power Station located at 1781 US 52 near the Village of Moscow in Washington Township, Clermont County.
Recent interest on social media platforms has led to an increase in young adults and juveniles unlawfully entering the property, often attempting to capture photos and videos for online content. These actions pose significant safety risks due to hazardous conditions on the property.
In response to these concerns, the property owners have enlisted the Clermont County Sheriff’s Office to assist with enhanced security and provide routine patrols of the grounds at all hours. Earlier today, while conducting a routine patrol of the facility, deputies located four individuals from Lombard, Illinois actively trespassing and a fifth has yet to be located. The Sheriff’s Office Drone Unit was deployed to assist in locating and safely apprehending the offenders.
All subjects were charged with (1) count of Aggravated Trespass, a felony of the 3rd degree.

A warrant has been issued for the arrest of Ethan Kim, who remains at large at this time, his whereabouts are currently unknown.
The 4 subjects pictured above will remain incarcerated without bond at the Clermont County Jail. They will be arraigned on Tuesday November 25th, 2025, at 10 am in front of Magistrate Matthew Graber of Clermont County Municipal Court.
The Sheriff’s Office would like to emphasize that any future incidents of trespassing will result in all perpetrators being charged, without exception. This enforcement effort is intended to prevent injuries or tragedies at the site and to protect both the public and first responders. We urge the public, particularly parents of teenagers and young adults, to help spread the message that the property is dangerous, restricted, and actively monitored.
This investigation will be reviewed in its entirety with the Clermont County Prosecutor’s Office for presentation to the Grand Jury for consideration of additional charges.
